Download the diocesan Standing Order IV (4) included in this packet.
Proposed changes to the Diocesan Constitutions and Canons are due 90 days prior to the Nov. 3rd Convention. Resolutions are due 60 days prior to the Nov. 3rd Convention. Resolutions should be emailed to the J.D. Lafrance at jdlafrance@diopa.org.
After the deadline, the Resolutions Committee will review the resolutions, contacting movers when necessary to clarify language, resolve duplicate resolutions, etc. The resolutions will be available for review in late September at www.diopa.org.

Pre-Convention Plenary Sessions, which will include discussion of resolutions, will take place in each deanery. We ask that you please make an effort to attend a meeting (you may attend meetings in any deanery, not just your own). Please note whether the church hosting the deanery meeting is handicap accessible should you need this assistance. If the church is not, you might consider attending a different deanery meeting in a church with the appropriate accommodations.
Following the pre-Convention meetings, members of the Resolutions Committee will meet to consider any changes in the resolutions suggested by the movers, as a result of the hearings, and to decide Committee’s recommendations to Convention. A final report will be sent to all deputies prior to the November 5th Convention.
Please note item 4(f) in the attached Standing Order concerning resolutions submitted after the 60-day deadline. Resolutions that are late, due to an unforeseen emergency occurring after the deadline, and that are not submitted in response to a bishop’s address at Convention must be approved for consideration by a two-thirds vote of Convention.
Note also item 4(h) that calls for a list of references, or sources cited, to be attached to each resolution.
Please remember that our canons call for a member of Convention (a clergy person or lay deputy) to introduce a resolution. A committee-sponsored resolution needs the name of a member such as a mover, as in the example below.

Resolutions should be submitted in this format:
RESOLVED: that the 222nd Diocesan Convention urge all congregations in the Diocese of Pennsylvania to “get going, get growing, get glowing, for Christ’s sake!”
EXPLANATION: Formally endorsing this challenge from Bishop Franklin Turner would be a fitting tribute to his ministry on the eve of his retirement. It also would energize all members of the diocese for the ongoing work of evangelism called for in “Our Holy Experiment,” the diocesan plan.
