Subject: Uniform Guidelines for the 2008 Pre-Convention Meetings

1. The dean calls, convenes, arranges for, and chairs the Pre-Convention deanery in her/his deanery. S/he may chair the meeting as s/he believes is best for his/her deanery.
2. People unable to attend meetings in their own deanery may attend a meeting in another deanery. They should introduce themselves to the dean before the meeting. The dean should identify and welcome them at the beginning of the meeting.
3. Assisted by Diocesan Council Representatives from the deanery, members of the Program Budget Committee are to be present to review the proposed 2009 Program Bud get. To arrange for such representation, the Dean should contact Alan Lindsay (215-431-6939(W) or 610-827-9640(H) or ) or Everett Gillison (215-972-4527 or ), the PBC co-chairs, immediately.
4. Members of the Resolutions Committee plan to be present at all deanery pre-convention meetings to hear comments on all resolutions, including those involving changes in the canons. The chair of the Resolutions Committee is Karen Lash (215-535-0804 or ).
5. The dean should offer an opportunity for questions of clarification.
6. Speakers should state their names, parishes, and, if not from the deanery, their deanery.
7. Speakers should speak only if adding something new to the discussion and should not repeat what has already been stated.
8. Speakers should address the issues before the Convention and not discuss people.
9. The dean should limit speakers t o no more than 2 minutes.
10. If the time available for discussion is limited, the dean should give priority to Diocesan Convention delegates. Those who are not Diocesan Convention delegates may be allowed to speak or may be asked by the dean to have their concerns expressed through their delegates.
11. The dean is to provide a safe environment for all.
