The 2010 Diocesan Convention will be held Saturday, November 6, at the Pennsylvania Convention Center, 12th and Arch Streets, Philadelphia. Registration begins 7:30am, and the Convention begins with Eucharist at 8:30am.

1. Reports of Committees and Commissions shall be received without motion to receive them, and it shall be understood that all special committees are discharged upon making their Reports, unless the Convention recommits matters to them for their future consideration, or unless they report their work unfinished.

2. No member shall speak more than once in the same debate, without leave of the House.

3. When a debatable motion is before the Convention, those who wish to speak in support of, or against, the motion shall identify themselves as being “Pro” or “Con.” After the mover has spoken to the motion, the Chair shall recognize a speaker in opposition, then a speaker in favor, and so on in like order.

4. Except by the vote of a majority of Convention, no resolution shall be debated longer than twenty (20) minutes.

5. Each individual speaker to a resolution is limited to three (3) minutes.

6. The microphone will be turned off at the end of each speaker’s time, after a ten-second warning.

7. A question being once determined shall stand as the judgment of the House, and shall not again be drawn into debate during the same meeting of the Convention, unless with the consent of twothirds of the House.

8. No motion shall be considered as before the House unless it be seconded and reduced to writing when required.

9. The question on a motion for adjournment shall be taken before any other and without debate.

10. If a motion to lay on the table an amendment or a substitute be carried, the matter before the House shall be proceeded with as if no such amendment or substitute had been offered.

11. When the question is upon the passage of a debatable resolution, amendments or substitute, the mover thereof may in all cases be allowed one five (5) minutes’ time in which to close the debate.

12. When a motion to lay upon the table is made and seconded, the mover of the original motion shall have such time as the presiding officer may permit to present reasons why the motion to lay upon the table should not prevail.

13. The doctrines of Parliamentary Law, as set forth in the treatise of Robert on Parliamentary Law, are adopted as authoritative expositions of parliamentary practice as far as applicable to the conditions of the meetings of the Diocesan Convention.

14. These rules of order may be suspended or permanently changed by a two-thirds vote, and not otherwise.


Please do not litter. We ask that you refrain from leaving any brochures or flyers on parish events on chairs. Be sure to place all trash and litter in the proper receptacles so we can leave the Convention Center in the same condition we found it. If you lose an item, check at the registration area Lost and Found the day of Convention, or contact Karen Bach (see below) after Convention to see if the Church House staff retrieved the item.

Please remember that distribution of flyers inside the meeting room is forbidden without the permission of Secretary of Convention.

The Convention Center

Please enter the Convention Center at the 12th & Arch West Concourse (noted above the doorway), which is across the street from last year’s location. We are on street level this year. Delegates, alternates, youth delegates, clergy and lay leaders will be asked to sign in so they can receive their Convention packets. Staff will be posted throughout the first floor to assist you. (It will require about as much walking as last year’s location.)

Parking

Download the Parking information. We encourage you to consider using public transportation, especially Regional Rail, which stops at Market Street East (right below the Convention Center). Parking lots surround the Convention Center, and we have arranged for discounted parking in the Parkway garage at 12th & Filbert Streets. Tickets entitling the bearer to the discounted parking (called “chasers”) will be handed out on Convention day.

Seating for Delegates

Seating will be on a first-come, first-served basis, not by Deanery. To facilitate voting, delegates are encouraged to arrange with other delegates of their parishes to sit together, and the first delegate to arrive from your parish should save seats sufficient for all attendees. When you arrive, look for information on seating designation by colors; ushers will be available for assistance.

Orientation for New Delegates

If you have never been to Convention, please attend the Orientation for New and Youth Delegates at 7:45 a.m. in Room 112AB.

Refreshments are provided for Convention attendees.

Continental Breakfast will be available in the concourse area beginning 7:30, and lunch will be provided at the Convention Center.

Registration volunteers will distribute packets with ballots when you sign in.

Individual resident clergy will receive a ballot and name badge in his/her packet. The first lay delegate from each congregation will receive an envelope containing the parish’s voting ballot and nametags for all delegates, alternates and youth delegates from that parish. Delegates who arrive at a later time will receive a similar envelope without ballot or name badges.
